Overview

Develops and leads efforts to implement standardized best practices to ensure prioritization of strategic initiatives and projects, and organizations ability to realize strategic outcomes as tied to the organization’s strategic plan.   Responsible for leadership related to scoping, planning and execution of project management strategies and portfolio coordination efforts throughout the system. Provides oversight on key strategic projects, evaluates and reports whether they meet the planned ROI results and whether process improvements have been maximized to fully leverage system functionality, including the completion of projects on time and under budget. 

Qualifications

Bachelor’s degree in Business Administration, Project Management, Industrial and Organization Psychology, Change Management required; Master’s degree in Business Administration, Project Management, Industrial and Organization Psychology, Change Management, or related field preferred.

Project Management Professional certification required within 2 years of hire.

Change Management Certification required within 2 years of hire.

Minimum of seven (7) years relevant project management experience, with at least three (3) years leadership experience required.

Responsibilities

  • Ensure fulfillment of mission and progress towards vision. Exhibit behaviors consistent with MH values, and ensure strategic plan is cascaded throughout the organization to achieve desired business outcomes.

 

  • Build and maintain a cohesive team. Provides leadership, direction and support for assigned colleagues including onboarding of new colleagues, monthly updates, triaging of work, appropriate staffing levels expectations setting, resource allocation and follow through of assignments. Interprets policies, objectives and operational procedures and represents them in a positive manner.

 

  • Coaches and develops colleagues to their fullest potential, providing educational and developmental opportunities as needed. Equips colleagues to fully utilize the time, talent, technology, and resources available to them to ensure maximum effectiveness and efficiency. Annually evaluates the performance of colleagues.

 

  • Actively participates as a supporting member of Strategic Plan/Strategic Execution Committee. Develop and enhance strategic partnerships with various external individuals and groups. Develop and enhance relationships with internal and external stakeholders including but not limited to, SIU Medicine, Springfield Clinic and BJC Collaborative. Represents strategic execution at all operational management meetings across MH, as needed. Evaluate opportunities to collaborate across MH affiliates in areas that will improve system integration and efficiency of resources.

 

  • Serve as a resource person on committees, task forces, meetings and activities to assist MH achievement of strategic objectives. Develop appropriate monitoring and reporting techniques to demonstrate both team and program results.

 

  • Drives broad range of change across the entire organization. Mobilizes resources to achieve the health system’s mission, vision, values, strategies and goals. Serve as a role model for behaviors needed to encourage and embed change. Sets tone, enthusiasm and challenges as to sustain change management efforts to deliver significant, strategic and long-term organization benefits. Enables work groups and teams to successfully initiate and manage organizational change and enhance organizational performance, efficiency, capacity, effectiveness, growth and engagement.

 

  • Assess availability and readiness of resources within the organization and works to prioritize linkages to achieve strategic goals. Serves as resource, as necessary, to support organization in crisis, downtime situations, or during project go-lives.

 

  • Participates in the development of the Health System's strategic plan, goals, and tactics providing the perspective of the impact on the people and the organization. Coordinates monthly and annual reporting of organization’s goals and measures of success. Ensures integration of capital and annual operating budgets, information technology deployment, major construction initiatives and service line business plans into MHS’s strategic plan.

 

  • Responsible for oversight of strategic prioritization process to ensure organization resources align with organizational appetite. Responsible for ensuring effective system for tracking, reporting, and assessing strategic realization, through the use of strategic and operational plans. Consults with and coaches business leaders on designing and implementing solutions to help them achieve their intended business outcomes that support the organization’s goals.

 

  • Effectively manage large projects particularly those that require coordination of multiple projects within a single program portfolio. Exercise good project management discipline and rigor in managing tasks, deliverables, human resource management and fiscal management and accountability and develop tools and techniques to assist others in doing the same.  Ensures all scope changes are evaluated, communicated and approved by the appropriate parties prior to implementation. Evaluates implementations and makes adjustments accordingly.

 

  • Develop and implement integration and project management delivery systems designed to meet customer requirements consistently and appropriately for all areas under direct control. Solicit customer feedback routinely to ensure we are meeting expectations and to proactively identify areas for continued improvement. Ensure utilization of comprehensive project accounting process to ensure timely reporting of project status from a resource, financial and percent complete perspective.

 

  • Lead efforts to report anticipated and actual ROI results. Assist process owners in documenting the return on investment expected from project implementations and follow-up to suggest on-going efforts to continue maximizing ROI for each major strategic initiative undertaken; Identify areas of improvement and implement change as necessary. Provide support to process owners to assess the potential return on investment (ROI) in projects under consideration. 

 

  • Ensure policies related to contract management and negotiation under direct control are met. Monitor to ensure service levels agreed to with vendors are consistently achieved.  Escalate issues quickly to ensure vendors are appropriately accountable for performance within the scope of the agreed upon procedures for which they were contracted. 

 

  • In cooperation with the Vice President of Business Development & Strategic Execution, direct the preparation and development of annual programs for areas of responsibility in accordance with long range objectives and the transition of programs into budgets. Provides strategic and operational direction for capital and operating budgets for areas of responsibility to ensure preservation and enhancement of assets and resources. Sets meaningful financial goals without compromising quality. Maintains effective budgetary controls on matters of staffing, expenses, and capital equipment expenditures; ensures cost effective operational measures; and monitors the effectiveness of programs and services.

 

  • Work with outside consultants as needed in support of strategic plan development and strategic execution of identified projects in support of fulfillment of the strategic plan.

 

  • Seek out and drive “best practices.” Identify creative solutions to problems and opportunities to enhance value to the organization.

 

  • Perform other related work as required or requested.
