Overview

Reporting to the SVP and Chief Operations Officer (SVP/COO) of Memorial Health (MH), the Vice President, Emergency Management and Safety provides overall leadership, planning, and coordination to advance the emergency preparedness, business continuity, occupational safety, and security operations across the organization. This role is instrumental in building enterprise resilience and agility to enable MH to withstand and adapt to disruptions while maintaining essential operations, preserving patient care and ensuring operational continuity. The VP of Emergency Management and Safety will work to proactively assess vulnerabilities across MH, and ensure resilience strategies are embedded into day-to-day operations, strengthening MH against future risks. This role will work collaboratively with a variety of executive stakeholders as well as local, state and federal partners to promote the safety of Memorial Health patients, clinicians, staff, visitors, and facilities.

The VP, Emergency Management and Safety will embody the Memorial Health values of safety, integrity, quality and stewardship to support the mission and vision.

Qualifications

Education:

  • Bachelor’s degree in emergency management, healthcare administration, occupational health or another appropriate discipline required.
  • Master’s degree in emergency management, healthcare administration, business administration, public health or similar field of study preferred.

 

Licenses/Certifications:

  • Certified Healthcare Emergency Professional (CHEP) or Certified Emergency Management (CEM) required.
  • Fellow of American College of Healthcare Executives (FACHE) preferred.

 

Knowledge & Work Experience:

  • Minimum of five (5) years of experience leading emergency preparedness or large scale-safety programs across multiple facilities.
  • Minimum of ten (10) years of experience in emergency management, health care operations, or public safety.
  • Knowledge of emergency management programs and regulatory requirements in a healthcare setting required.

  • Leadership and Strategic Vision: Strong visionary skills with ability to translate outcomes into goals, targets and action plans which deliver results.
  • Risk Assessment: Able to effectively identify, prioritize and mitigate hazards to eliminate and/or reduce impacts to healthcare delivery during disruptive events.
  • Regulatory and Legal Understanding: Strong familiarity with laws and standards governing emergency preparedness (i.e., Joint Commission, OSHA, CMS) with ability to communicate and act within regulatory and legal requirements.
  • Planning and Organization: Skilled in developing, integrating and maintain effective emergency and safety operations plans which extend across the enterprise.
  • Communication and Coordination: Highly proficient in disseminating accurate information internally and externally, coordinating necessary communication swiftly and accurately with internal and external stakeholders during disruptive events.
  • Incident Command and Decision-Making: Demonstrated knowledge and experience managing incident command centers or emergency operations centers; possesses strong decision-making capabilities that integrate strategic foresight, situational awareness, and operational flexibility under pressure.
  • Stakeholder & Community Engagement: Builds and nurtures strong, trusting relationships with enterprise leadership, Memorial Health colleagues, and key external partners.

 

Responsibilities

  • Develop, implement, and monitor comprehensive, enterprise-wide safety, security and emergency preparedness strategies, policies, programs and workflows in support Memorial Health’s mission, vision, values.
  • Cultivate strong strategic relationships with key external stakeholders, i.e., emergency response partners, to enhance Memorial Health’s public safety and security capabilities.
  • Advise and provide expertise to internal stakeholders on business planning, disruption, and safety matters.
  • Partner with key internal stakeholders to assess, monitor and manage risks which could cause significant extended disruptions, disaster, or safety concerns.
  • Stay abreast of industry trends, emerging threats, and regulatory changes impacting enterprise resiliency; operationalize appropriate responses and best practices across MH.

Emergency Preparedness & Disaster Planning:

  • Develop, implement, and monitor a comprehensive enterprise-wide emergency management program with supporting policies, frameworks, procedures and standards.
  • Lead enterprise response strategies for natural disasters, pandemics, and/or critical infrastructure failures; in the event of a disaster or other key business disruptions, serves as Incident Commander for MH, leading incident command efforts across the enterprise.
  • Oversee cross-functional emergency preparedness planning, drills and education, ensuring enterprise-wide readiness and compliance.
  • Serve as MH liaison with local, state, and federal emergency agencies.

Workplace Safety:

  • Promote a safe and healthy workplace through design and deployment of proactive workplace violence prevention, worker safety and injury prevention initiatives.
  • Maintain up-to-date knowledge of federal and state regulations/guidelines (i.e. OSHA, CDC, Joint Commission), overseeing compliance and associated workplace incident investigations.
  • Establish and monitor key performance indicators (KPIs) related to worker safety, identifying and acting on opportunities for improvement.
  • Lead workplace safety assessments, identifying and executing safe workplace practices with a key emphasis on reducing WPV events and associated injuries.

Security:

  • Develops and implements enterprise-wide safety and security strategies; accountable for enterprise-wide security operations, including access control, surveillance systems, and emergency lockdown procedures.
  • Promote and facilitate safety assessments to identify and implement mitigation strategies for hospitals, clinics, and supporting divisions.
  • Lead or oversee incident response efforts during major safety or security events, ensuring timely communication and post-incident reviews.
