Overview

Manages staff and all aspects of Memorial Health System’s benefit program, including all qualified and non-qualified plans and health & welfare benefits.  Plans, develops, implements new and revised benefit programs while maintaining all existing programs, policies and procedures ensuring a competitive benefit program and supporting the strategic goals of the organization.  Administers absence management program and policies.  Assures benefit and leave management programs are consistently administered in compliance with organization policies and government regulations.  Embodies the Memorial Health Values of Safety, Integrity, Quality, and Stewardship that support our mission and vision.

Qualifications

Education:

 

  • Bachelor Degree in Human Resources, business administration or related field required.
  • Master’s degree preferred

Licensure/Certification/Registry:

  • Professional benefits certification (CEBS or CBP designation) is highly desirable

 

Experience:

  • Minimum five (5) to seven (7) years’ experience in Human Resources with a minimum of two (2) to four(4) years related benefits or benefits administration experience.  Minimum of two (2) to four (4) years of supervisory experience. Previous experience in a health care setting is preferred. 

Responsibilities

  2. In partnership with benefits consultants and brokers, research benefit plans and vendors to identify those that present the best value. Recommend modification of benefit plan designs to the System Director of Benefits and Colleague Health Services to ensure that programs are competitive, affordable to the employee and the organization, and in compliance with legal requirements.

 

  1. Manage the day-to-day administration of health and welfare, Section 125 Flexible Benefits Plan, and retirement plans in compliance with plan documents, all applicable regulations and vendor service agreements. Design, evaluate and modify benefit policies to ensure the programs are current, competitive and in compliance with legal requirements.  Develop, reengineer and administer procedures in alignment with system capabilities and organization policies for administration of benefit programs. 

 

  1. Administers the leave management program in accordance with all state and federal laws. Manages absence management programs and policies such as FMLA, Long Term Disability, Short Term Disability, etc. 

 

  1. Manage the communication strategy for annual benefits open enrollment, benefit changes and colleague education efforts, including managing budget and vendor relationships to provide appropriate communication tools to colleagues.

 

  1. Keep abreast of all potential and existing regulations and legislation to ensure benefit programs are administered appropriately. Ensure appropriate controls are in place to audit and review processing of benefit transactions and those procedures and processes are modified as necessary to address issues. 

 

 

  1. Manages daily activities of the benefits department. This includes, but is not limited to selection and development of the department staff, administration of benefit policies and guidelines, and providing training and support to the Human Resources team as well as management and senior management as needed.

 

  1. Develops proposals for and participates in benefits-related projects which involve revision, development and/or redesign of existing benefit programs. This includes high-level project management, partnering with appropriate internal and external resources and ensuring that projects are on-time and on-budget while achieving desired goals and objectives.

 

  1. Manage vendor relationships and oversee the administration of the all benefit programs, ensuring satisfactory customer service, compliance with governing documents, laws, and regulations.

 

  1. Manage activities and oversee timely and compliant administration of COBRA, annual plan audits, 5500 reporting and non-discrimination testing.

 

  1. Manage the executive and physician benefit programs. Assist the System Director in the evaluation and communication of the program. 

 

  1. Manage the design and development of tools to assists colleagues in benefit selection and understanding of the benefits program. Advise and counsel colleagues and MHS leaders on existing benefits and benefit policies.
  2. Manages the administration of the absence management benefit plans including PTO, sick, and short term disability. Develop, reengineer and administer procedures in alignment with system capabilities and organization policies for administration of paid time off benefits.
  3. Supports and assists with the research, preparation and knowledge delivered to the Benefit Administration Committee meetings for all ongoing execution of all Memorial Health benefit plan decisions.
  4. Oversees the 1095-C process this includes verifying ACA compliance and responding to any IRS inquires and responses.
  5. Manages the medical plan waiver and appeal process via the Memorial Health Waiver Committee.
  6. Develops and administers programs to promote wellness through an active, ongoing communications strategy. Creates programs that promote self-responsibility of colleagues and their enrolled spouses for their health and well-being, based on population health and wellness data derived from data analytic tools and program partners.
  7. Lead the analysis of and reporting on wellness program participation and implementation of associated program incentives/penalties. Provide data-driven analysis of program effectiveness, conduct benchmarking, gather data and perform analyses to support design recommendations. 

 

 

  1. Prepare and execute, with legal consultation, benefit documentation such as original and amended plan documents and Summary Plan Descriptions, SMMs, SBCs, etc., for all benefit programs.

 

  1. Partner with HRIS and IS to ensure the maintenance and processing of any and all benefit related interfaces, including uploads to third party vendors’ secured websites.

 

  1. Serves as the content expert in the development of the benefit on-boarding for new colleagues

 

  1. and Residents and participates when necessary.

 

  1. Plan, organize and coordinate the annual budget process for the department. Review, monitor and evaluate budget variances for cost center on a monthly basis.

 

  1. Maintains large amounts of sensitive, confidential information concerning personnel, financial, strategic, and business information. Maintains strict confidentiality concerning all correspondence and job related activities.

 

  1. Develops annual goals consistent with Memorial Health System’s Strategic Plan and Goals, and monitors the status of goal achievement utilizing 30 day action plans.

 

  1. Performs other related work as required or requested.
